摘要

英国殖民地政府于1920年，分别在海峡殖民地立法议会及马来联邦立法议会，提出并通过的《1920年学校注册法令》，可视为英政府对当地社群施与意识形态之拉制的起始。是什么原因促使英国当局认为有必要订立该条法令？新加坡及马来亚半岛上的华族社群对当局的这项举措曾有怎样的反应？华社又得以从这一起历史事件中总结出什么经验与教训？本文拟对此加以讨论。

Abstract

The Registration of Schools Ordinance enacted in 1920 by the Legislative Council of the Straits Settlement and the Legislative Council of the Federated Malay States has been regarded as the first "ideological control" on the local communities attempted by the British authority. Why did the British see that there was a need to do so? How did the Chinese community in Singapore and Peninsular Malaya reacted to this endeavor by the colonial government? What can be learned from this historical event, from the standpoint of the local Chinese community? This paper aims to answer these questions.
